Odisha Engineering Departments to End Outsourcing, Strengthen In‑House Expertise

Bhubaneswar: The outsourcing system currently in place in various engineering departments across the state will be discontinued.

The old system will be reinstated, and trust will be placed in our skilled government engineers. Questions have been raised about why such an unhealthy practice of assigning work to private outsourcing agencies began in the first place — a system that has led to an increase in state expenditure. It has resulted in unnecessary financial burden on the state exchequer.

Chief Minister Mohan Charan Majhi has sought a detailed report of the last 10 years of outsourcing arrangements. He has instructed officials to provide data on which departments outsourced work to which private organizations and at what cost these tasks were carried out.

He has also asked for information on whether skilled officers were available in those departments to carry out the work themselves. Instructions have been given to collect this data and evaluate whether, with modern equipment and internal resources, these departments could have been capable of executing the work without outsourcing.

The Chief Secretary has been directed to gather opinions on the strategies and technological support needed to make departments self-reliant and end outsourcing practices.

From this move, it is strongly indicated that in the coming days, outsourcing from engineering departments across various state departments will be phased out.
