Bhubaneswar, Dec, 11: No guidelines have been prepared in the state for the formation of panchayats and blocks. Each proposal will be thoroughly examined and a decision will be taken. Panchayati Raj Minister Rabi Narayan Nayak stated this in a written reply in the Legislative Assembly.
