Bhubaneswar: To improve the quality of pre-primary education for children in primary grades, the Odisha Government has decided to appoint ‘Shishu Sevika’ (childcare assistants) in all 45,000 Anganwadis (pre-primary centers) across the state. With a focus on providing better education to children, Chief Minister Mohan Charan Majhi made this strategic policy decision on Sunday.
According to the Chief Minister, these Shishu Sevikas will support young children in the Anganwadis and reduce the burden of non-academic responsibilities on teachers. This will allow teachers to concentrate more effectively on academic instruction.
45,000 ‘Shishu Sevikas’ to Be Appointed
Non-teaching Responsibilities Will Be Taken Off Teachers’ Shoulders
As per the New National Education Policy, Anganwadis have been opened in 45,000 government primary schools in the current academic year, providing pre-primary education to children aged 5 to 6 years. Based on the attendance and needs of these children, appointments of Shishu Sevikas will be made accordingly.
These Sevikas will assist in managing the children inside the classroom, taking care of their basic needs, such as helping them with books, toys, educational materials, and escorting them to the toilet or outside if necessary. If a child is unwell, emotionally distressed, or shows unusual behavior, they are to inform the teacher. They will also be responsible for preparing daily brief notes on each child’s well-being and behavior.
Importantly, Shishu Sevikas will not be responsible for teaching, nor will they be allowed to scold or punish children. In case of illness, they must inform the teacher but are not permitted to administer medicine or carry out any treatment. This has been clearly stated by the government.
The presence of Shishu Sevikas is considered a major responsibility, and without their help, teachers are overburdened with non-academic duties, which affects the quality of education. A state-wide study has shown the need for Shishu Sevikas in Anganwadis to assist teachers with non-teaching tasks.
Salary Will Be on Par with School Cooks
Shishu Sevikas will receive salaries equivalent to that of the cooks appointed in government schools. This expenditure will be covered under the Samagra Shiksha (Integrated Education Scheme) budget.
Their duties will include ensuring that children remain safe inside classrooms, don’t wander off, and helping with handwashing, eating, using the toilet, and settling down in class. They will also be responsible for comforting children when they cry or feel anxious, ensuring a supportive environment.
This initiative aims to ensure a safe, nurturing, and educationally focused environment for every child attending government pre-primary schools in Odisha.
