Bhubaneswar, Nov 28: To resolve disputes between land buyers and sellers, the state government has decided to amend the Odisha Survey and Settlement Rules. Chief Minister Mohan Charan Majhi has approved this proposal today.
Currently, under the existing provisions, the patta (land ownership document) for a purchased plot of land is issued in the name of the buyer by the settlement officer only after the settlement process is completed. However, if for any reason the patta is not issued in the buyer’s name during the settlement process, the buyer has to appeal to the Revenue Board or another competent revision court.
Due to heavy workload and other reasons, these appeals often remain unresolved for years.
With the proposed amendment to the Odisha Survey and Settlement Rules, tehsildars will now be empowered to record the patta in the buyer’s name in such cases. This means that buyers who have legally purchased land before the completion of the settlement process can now apply to the concerned tehsildar to have the patta recorded in their name. They will no longer need to approach the Revenue Board or any other competent revision court for such matters.
