Teachers Unhappy with UAS Rollout, Demand Basic Infrastructure First

Bhubaneswar,23rd July 2025:  Teachers across Odisha have expressed dissatisfaction over the implementation of the Unified Automation System (UAS) without ensuring the necessary foundational infrastructure. The Nil Utkal Primary Teachers’ Federation has termed this a result of lack of foresight by the administration.

The federation has demanded that the UAS rollout be suspended until certain minimum requirements are fulfilled—such as:

Recruitment of sufficient teachers,

Provision of mobile phones and internet data packs,

Appointment of dedicated computer instructors.

Overburdened Teachers, Lack of Classrooms for Balvatika

Teachers are already under pressure due to existing challenges in schools:

Shortage of teachers,

Lack of classrooms for Balvatika (pre-school classes),

Added workload due to non-teaching assignments.

There are schools in the state with as many as 700 students, but without adequate teaching staff. In such a situation, introducing a system like UAS is impractical, the federation argued.

They emphasized that only after filling all vacant posts across various cadres and easing the burden on teachers, systems like UAS and Balvatika can be successfully implemented.

Federation Calls for Temporary Suspension of UAS

Until the necessary groundwork is laid, the federation has urged the government to pause the UAS implementation. This appeal has been made jointly by:

Dhirendra Kumar Pattnaik, President of Nil Utkal Primary Teachers’ Federation, and

Charulata Mahapatra, General Secretary.

They warned that if their demands are not addressed promptly, the growing dissatisfaction among teachers may soon take the form of a state-wide agitation.
