Kotpad Allegations have been raised against the RWD (Rural Works Department) division in Koraput district for constructing substandard bridges and roads. The department is reportedly working on a project that includes a bridge, guard walls, and a 4-meter-wide road, but without following proper procedures. According to norms, a project board must display details such as the start date, completion timeline, budget, and executing department. However, this information board is missing at the site.
Only a few laborers and masons are working on the project. No engineers or contractors are visible at the location. Villagers from Semala such as Tripati Nayak, Kalia Nayak, Yadav Nayak, Dhana Singh Nayak, Sama Pujari, and Lajmu Samartha claim that the road from Deolitha to Semala via Bhursi is in a highly dilapidated condition, and no one seems to be paying attention to it.
Key Issues Raised:
No project information board present.
No site engineer or contractor available.
Work allegedly being executed only by masons and laborers.
Visible cracks have already appeared on the under-construction bridge.
Poor quality construction observed in the guard walls and SR layer.
Local residents have alleged that the bridge is being constructed with substandard materials. The department’s junior engineer Indri Das confirmed that the work is ongoing and estimated at ₹3 to ₹4 crore. However, she could not provide clarity on when the tender was issued or when the work would be completed.
According to available information, a company named KTM from Chhattisgarh won the tender, while a contractor from Nabarangpur is currently handling the construction. Notably, even before completion, cracks have appeared in the guard walls, and loose gravel is being seen on the SR surface, indicating poor quality. The road is also already showing signs of erosion.
Local people are now demanding that senior departmental officials and the district administration conduct a thorough investigation into this matter.
