Retired Professors to Be Reappointed for Teaching in Colleges

Bhubaneswar, 31st Oct 2025:  The Higher Education Department of Odisha has decided that retired professors and teachers will be engaged as guest faculty in aided private colleges, including Sanskrit colleges, under the department.

This decision comes as regular recruitment to fill vacant teaching posts in 488 Category-A and 662 Category-B colleges has been delayed. The new rule will be implemented from the academic session 2025–26, and will remain effective until the vacant posts are filled.

According to the Higher Education Department, clear guidelines have been issued regarding the selection process, appointment, remuneration, and working days of such teachers. The entire process will be conducted transparently through the Higher Education Information Management System (HEIMS) portal.

Colleges already integrated with the HEIMS portal will be included in this initiative, while those that have not yet implemented the module have been instructed to complete integration by October 31.

Colleges will issue advertisements in newspapers for the recruitment of guest faculty and upload them on the HEIMS portal. Only online applications will be accepted; offline applications will not be considered.

This decision will apply to Category 448, Category 662, and Sanskrit colleges. Retired teachers will take 50 classes per month and receive a monthly remuneration between ₹25,000 and ₹50,000, depending on their academic credentials and designation. Retired non-teaching staff may also be engaged where necessary.

Applicants must be retired teachers from any recognized government or aided degree college or university in Odisha. If suitable candidates are not available locally, the Director of Higher Education may permit the appointment of retired teachers from other institutions. The maximum age limit for engagement is 69 years, and candidates must have a good service record.

After online scrutiny of applications received through the HEIMS portal, a selection committee will hold interviews before making appointments.

The remuneration structure is as follows:

  • Retired Assistant Professor (Stage-2) without PhD: Rs25,000/month
  • Retired Assistant Professor (Stage-2) with PhD: Rs30,000/month
  • Retired Assistant Professor (Stage-3) without PhD:Rs35,000/month
  • Retired Associate Professor/Professor with PhD: Rs40,000–Rs50,000/month

Each faculty member will take up to 50 classes per month. They will be entitled to 10 days of leave per academic year, with approval from the college principal. If a guest faculty member wishes to resign, they must provide 30 days’ prior notice through the HEIMS portal.

Similarly, retired non-teaching employees may also be appointed to vacant administrative positions in aided private colleges, as per the new guidelines issued by the Higher Education Department.
