Bhubaneswar, 3rd Nov 2025: In a major relief to entrepreneurs in Odisha, small, micro, and medium enterprises (MSMEs) will no longer have to pay land conversion fees. The Revenue Department has decided to exempt MSME entrepreneurs from paying both land conversion fees and ground rent. This information was shared by Revenue Minister Suresh Pujari.
Ground Rent Also Waived
- Previously, entrepreneurs establishing small or micro industries had to pay 1% of the benchmark land value as a conversion fee when converting land use. Now, this requirement has been completely waived for them.
- However, this exemption will only apply to those units that are registered on the Central Udyam (industry) portal and have received approval from the District Committee.
- The decision will not apply to lands classified as protected, defense, or archaeological zones.
- Minister Suresh Pujari further clarified that if the entrepreneurs deviate from the approved industrial purpose, the land will be taken back by the government.
