Private Schools Functioning Without Permission, DEOs Fail to Report

Bhubaneswar, 13th Sept 2025: From Nayapalli in Bhubaneswar to various parts of the state, hundreds of private schools have mushroomed, many of which are allegedly operating without following government norms and regulations.

Reports suggest that a significant number of these schools do not comply with basic government rules – from student enrolment procedures to ensuring student safety. In many cases, these private institutions are functioning without official permission or even a valid Certificate of Recognition (CoR).

Despite these violations, District Education Officers (DEOs) have failed to submit reports on these illegal schools, even after being instructed by the government to conduct a comprehensive survey and audit of all private schools in their respective districts.

According to the Directorate of Primary Education, all districts except Deogarh have been directed to submit detailed reports regarding private school operations.

Minister’s Warning: Action Against Violation of Educational Norms

It was mandated that DEOs must strictly ensure that all private schools follow the Right to Education (RTE) Act and related guidelines. During inspections, if any school is found to be:

Operating without legal permission

Or has not renewed its recognition

Then, strict action must be taken against such institutions.

The Odisha Human Rights Commission is also actively monitoring this matter and has scheduled the next hearing on the 18th of this month. In view of that, all DEOs have once again been instructed to submit their action-taken reports by the 15th.

Minister Nityananda Gond’s Statement:

School and Mass Education Minister Nityananda Gond said that the department is making efforts to gather complete information about private schools across the state.

He emphasized:

> “We need to know what actions are being taken in the education sector and whether private schools are being run as per rules. If any private school is found violating the government’s educational framework, action will be taken accordingly.”
