Bhubaneswar, 22nd July 2025: The Primary School Teachers’ Association has strongly condemned the leak of the OTET (Odisha Teacher Eligibility Test) question paper, emphasizing that the state government has failed to provide promotions to primary teachers for over three years by using OTET as a delaying excuse.
Although a notification for OTET was finally issued and around 75,000 teachers from the state applied, the exam was abruptly cancelled at midnight by the Board of Secondary Education due to the question paper leak. This sudden postponement has left thousands of candidates in distress.
The association demanded that a new exam date be announced immediately. Furthermore, they asserted that teachers appointed before 2012 should not be mandatorily required to clear OTET.
They pointed out that while the National Council for Teacher Education (NCTE) guidelines made OTET mandatory for appointments from 2012 onwards, the state government has wrongly imposed the OTET requirement for the promotion of teachers appointed prior to 2012. No other state, they claimed, has imposed such a requirement for teachers appointed before that year.
Despite this, many teachers were compelled to apply for OTET under pressure. The sudden cancellation of the exam has caused immense disappointment and frustration among candidates.
The association leaders, President Brahmananda Maharana and General Secretary Vibhu Prasad Sahu, blamed the Board of Secondary Education’s mismanagement of the examination process, stating that it has tarnished the image of the School and Mass Education Department.
