Bhubaneswar, October 13, 2025 — In a major move to position India as a global leader in clean energy, the Central Government has identified Paradip Port in Odisha as one of three major locations to be developed as a Green Hydrogen Hub under the National Green Hydrogen Mission (NGHM). The other two ports chosen are located in Gujarat and Tamil Nadu.
This strategic decision aims to transform India into a global hub for the production, utilization, and export of green hydrogen and its derivatives. The initiative is part of the broader national roadmap to build a self-reliant and sustainable energy economy, aligned with India’s target of achieving net-zero carbon emissions by 2070.
Driving Clean Energy Innovation
As part of the Green Hydrogen Mission, the government is working on creating large-scale hydrogen hubs that will serve as key centres for clean fuel innovation, logistics, production, and export. Paradip, being a major port with robust industrial infrastructure and export potential, is considered an ideal location for such a development.
These hubs will not only support hydrogen production but also facilitate its integration into industrial applications, transportation, and power generation, fostering a decarbonized economy.
A Cluster-Based Development Strategy
To tackle challenges such as long-distance hydrogen transport logistics and infrastructure limitations, the mission will follow a cluster-based development model. This involves building localized ecosystems around the hubs where production, storage, distribution, and consumption of green hydrogen are all integrated.
Such an approach is expected to enhance operational efficiency, attract investments, and accelerate early-stage adoption of hydrogen technologies.
A set of technical guidelines released earlier this year under the Hydrogen Valley Innovation Cluster initiative has also outlined parameters for identifying high-potential regions for hydrogen-based activities — with Paradip meeting several of these benchmarks.
