Bhubaneswar, Feb, 10:The Odisha Government has moved forward with plans to establish a dedicated (sovereign) AI Park in the state. In this regard, a Memorandum of Understanding (MoU) has been signed with the Indian artificial intelligence company Sarvam. The initiative is part of the ongoing efforts to build an inclusive and Odia-first AI ecosystem, aligned with Vision 2036 and Vision 2047.

The MoU was signed in the presence of President Droupadi Murmu during the Black Swan Conference 2026. The agreement aims to promote AI as a long-term public capability. It emphasizes the development of sovereign infrastructure, population-scale applications in the Odia language, and the creation of sustainable institutional capacity within the state.

The Governor, Chief Minister, Minister of Electronics and IT, and Higher Education Minister, among others, were present during the signing ceremony.
The Sovereign AI Park will function as a purpose-driven innovation zone. It will bring together compute infrastructure, talent, research, startups, global enterprises, and government use cases within an integrated physical campus. The park is envisioned as a historic step in the digital era, positioning Odisha as a net producer and exporter of AI capabilities.

The park will support the deployment of population-scale, voice-based AI applications in sectors such as education, agriculture, healthcare, e-governance, and public safety. These systems will enable citizens—especially in rural, tribal, and low-literacy areas—to access information about rights, benefits, and grievance redressal mechanisms through simple conversational interfaces, thereby strengthening last-mile delivery of government schemes.

During the conference, several MoUs were also signed with various institutions.
