Bhubaneswar: The path has been cleared for the sale of part plots. Not just part plots—restrictions on the sale of agricultural land have also been eased by the government.
Key Provisions of the New Amendment:
Plots smaller than 500 sq. meters can now be sold without layout approval.
Even agricultural land can be sold, but only for farming purposes.
Land division within a family (e.g., between siblings) will no longer require a subdivision layout plan.
These changes were officially notified today by the Department of Housing & Urban Development under the second amendment to the Odisha Development Authority (ODA) Rules.

Now, plots below 500 sq. meters (approximately 5,382 sq. ft) can be sold without requiring a layout approval.
There is no requirement to leave open spaces in part plot layouts anymore.
Restrictions on the sale of agricultural land have been lifted.

IDCO (Industrial Development Corporation of Odisha) has now been given independent planning authority powers.
For instance, if someone wants to sell a plot less than 5,382 sq. ft out of a 20,000 sq. ft land parcel, they do not need prior layout approval for this first-time transaction.
However, for selling the remaining land later, layout approval will be required.
Context:
Earlier, people faced numerous difficulties while trying to sell agricultural land. Due to restrictions under BDOs and Sub-Registrars, many such sales were not being allowed. Now, with the latest amendment, agricultural land can be sold—but only for agricultural use.
If the buyer wants to use it for purposes other than agriculture (such as building houses or commercial use), they must first apply for land-use conversion.
This amendment is expected to bring relief to many landowners and buyers, enabling easier land transactions while maintaining regulatory safeguards for land use.
