Bhubaneswar,  15th Oct 2025:  The Odisha State Cabinet has approved 15 major proposals, including two ordinances:

1. Odisha Public Trust Ordinance–2025

2. Factories Ordinance

Reforms for Workers and Businesses:
The ordinances aim to introduce reforms that will benefit both workers and business owners.

Minor Offenses:

Jail terms for minor offenses will be replaced with monetary fines.

Steps are being taken to decriminalize small violations.

Provision made to reduce the penalty limits for procedural errors.

Historic Reform to Ease Compliance:
These laws will help eliminate unnecessary compliance burdens from the legal system.

Removal of Jail Terms for Non-Serious Offenses:
Non-serious or petty cases will no longer attract imprisonment, improving legal efficiency.

Factories Ordinance:

Work Hours Flexibility:

With written consent from workers, they can work up to 10 hours a day
or 48 hours a week,
ensuring flexibility without exploitation.

The ordinance is focused on improving working conditions for factory workers in Odisha, while balancing industrial needs.

These measures reflect the government’s focus on labour welfare, ease of doing business, and modernizing outdated legal frameworks.
