Bhubaneswar ,17th Sept 2025: The Odisha Transport Department has issued a draft of the Odisha Electric Vehicle Policy 2025, aiming to drastically increase the adoption of electric vehicles (EVs) in the state over the coming years.
Key Targets:
- 50Percent EV adoption across all vehicle types by 2030
- 70PercentEV adoption by 2036
- 80Percent EV adoption by 2047
Incentives for EV Buyers:
- Government to offer incentives ranging fromRs20,000 to Rs20 lakh, depending on vehicle type.
- For first-time conversion of fuel-powered vehicles to EVs, 25–30Percent subsidy will be provided.
- To be eligible, one must be a permanent resident of Odisha.
- For commercial EVs, ownership transfer will not be allowed for 5 years after purchase.
Charging Infrastructure:
- EV charging systems to be installed at petrol pumps
- 300 EV charging stations to be established on major roads across 7 cities
- Government to provide Rs 5 lakh subsidy per charging station
- Battery swapping stations will receive Rs 2 lakh subsidy
- EV charging stations will also be opened in partnership with PSUs (Public Sector Oil Companies)
Government EV Mandate:
- Within 6 months of policy implementation, all government departments must switch to EVs
- Schools and educational institutions are advised to adopt EVs within 12 months
- Health and Home Departments should also start using EVs within a year
Supportive Measures:
- A state-level complaint and grievance cell will be opened for EV-related issues
- EV retrofitting centers will be opened and approved to convert regular vehicles into EVs
Policy Validity & Oversight:
- EV Policy 2025 will remain valid until December 21, 2030
- A state task force has been formed to implement the policy:
- Chief Secretary as Chairperson
- Development Commissioner-cum-Additional Chief Secretary as Vice-Chairperson
- Secretaries of Commerce and Transport Departments as members
- This policy aims to make Odisha a leader in sustainable transport, reduce dependency on fossil fuels, and promote a cleaner environment.
