Bhubaneswar, Jan 31: The Nishul Utkal Primary Teachers’ Federation held discussions with the high-level committee constituted by the School and Mass Education Department. State President Dhirendra Pattnaik stated that the issues faced by teachers can be resolved if proper Elementary Cadre Rules are framed and implemented.
As per the invitation of the high-level committee, a state-level delegation led by the Federation President submitted a 15-point charter of demands at the Toshali Bhavan conference hall in Bhubaneswar.
General Secretary Charulata Mohapatra presented key demands, including restructuring of cadre anomalies, merging Level V-(A) and V-(B), fixing the basic pay of teachers appropriately (either at ₹2,800 grade pay or aligning with the Central pay scale structure), and implementing the benefits of the Saraswati Behera case judgment for all eligible teachers.
Other major demands included abolishing contractual appointments and counting service from the date of initial appointment, ensuring timely promotions, resolving long-pending TET-related issues permanently, relieving teachers under the old pension scheme from non-academic duties, and reserving 50% of posts in Secondary Cadre Rules for eligible elementary teachers in their original positions.
The meeting was attended by Committee Chairman Ashok Kumar Tripathy, Member Convenor Dr. Sanatan Panda, Shantanu Kumar Sahu, and other departmental officials. Federation leaders including Vice President Biranchi Narayan Dash, Sukanta Sabut, Samir Kumar Jena, Manoj Kumar Swain, Yudhishthir Sahu, and other advisors also participated in the discussion.
