New Rayagada Collector Cancels Recent Transfer and Appointment Orders

Rayagada, 11th Aug 2025: During an administrative emergency, the then District Collector of Rayagada, Parul Patwari, had issued transfer and appointment orders for the district’s Revenue Inspectors, Section Officers, and Senior and Junior Revenue Assistants to various offices in the district. These orders were issued by the Establishment Department of the Collector’s Office under Order No. ٩٢٥٢/99/9/9098 (2025) with Serial Numbers 9004/2007/2008/9990 and 19 1912/25/7/2025.

However, through Letter No. 9011/10/2/9098, the new District Collector, Ashutosh Kulkanthi, has canceled these orders. He also directed that those employees who had been relieved from their posts should be reinstated to their previous positions. Furthermore, in matters under the Departmental Promotion Committee, the concerned officials will, for now, remain in their substantive posts, as mentioned in the new Collector’s order.

Under the promotion committee meeting held on the 24th by the former District Collector, the following 12 Senior Revenue Assistants—Manoj Kumar Patra, Santosh Nirmala, Manoj Sanopati, Bharati Kusulia, Manoranjan Tripathy, Krushnachandra Pradhan, Rakesh Kumar Sahu, Lata Pattnayak, Prabhakar Badana, Bhagirathi Gamang, Bijayita Padhi, and Nilakantha Mishra—were transferred and appointed to new posts.

Similarly, Ramachandra Rath, S. Pratima, B. Srinivas Rao, and Narayan Dalapati (four Senior Revenue Assistants) were promoted to Section Officer posts and transferred to new postings. In addition, eight Junior Revenue Assistants—Snehalata Pattnayak, Tilottama Sabar, Lalu Lima, Gurjapu Dibakar, Subash Chandra Bauri, Pradeep Chandra Benia, Sanjay Lima, and Damini Karkaria—were promoted to Senior Revenue Assistants and transferred to new offices.

Also, four officers—Shivaji Pattnayak, Babita Panda, Kali Charan Rath, and Trinath Mahanti—were transferred. Now, with Ashutosh Kulkanthi assuming charge as the new District Collector, he has canceled all these transfers and appointments that were made just three days before he took office. This move has sparked widespread discussion across the district.
