New Guidelines Issued: No Government Employee to Be Posted in Home District

Bhubaneswar, 20th Sept 2025:  Guidelines have been issued regarding the transfer and appointment of officers and staff (excluding teachers) working under the School and Mass Education Department.

Key points include:

General transfers will be considered between April 15 and June 15 each year.

Administrative transfers, if deemed necessary, will require the approval of higher authorities.

Most importantly, officers will not be allowed to be posted in their home district.

In special or emergency cases, if anyone is posted in their own district, they will not be allowed to stay at their native place.

Officers/employees (including district cadre staff) will be eligible for transfer only after completing a minimum of three years at one location.

Excluding leave periods, officers who have completed five years of service in KBK (undivided Kalahandi-Bolangir-Koraput), Gajapati, Kandhamal, and Boudh districts may be transferred to other districts.

Conversely, officers posted in other districts can be transferred to KBK, Gajapati, Kandhamal, and Boudh only after completing 10 years of service.

After a promotion, an employee will be transferred from their current place and posted to a new location.

Employees with only two years left until retirement will be allowed to be transferred to their home district.

Appointments will only be made against vacant posts, and no arbitrary postings will be allowed.
