Bhubaneswar To make the administration more dynamic, the state government has placed special emphasis on employee performance. Employees who are negligent in their duties will be identified and brought under scrutiny. At the same time, those who perform well will be rewarded. The government has decided to introduce a monthly “Best Employee Award” to recognize outstanding performers.
This decision was made in a meeting chaired by Development Commissioner Anu Garg. Following the meeting, the Planning and Coordination Department issued a communication to all departments on May 28, informing them of the decision. In a letter issued by department official Madhusmita Samal, it was mentioned that each department will independently select its best employee based on specific criteria.
Six parameters have been set for this evaluation, including:
Regular attendance and biometric verification,
Higher number of file disposals through the “OSWAS” system (with focus on quality, not just quantity),
Proper drafting of files, particularly in Odia,
Participation in i-GOT (Integrated Government Online Training) programs.
Based on these factors, departments will recommend employees for the Best Employee Award.
In accordance with the government’s directive, it was observed that some employees (AAs and SWs) are submitting a large number of notesheets, while others are limited to only a few. Employees will be identified and responsibilities will be distributed equitably. The respective departments will now closely monitor all tasks, including how AAs and EOs are performing, and must submit a detailed report to the government.
In some cases, files reach the secretary only after passing through six stages, causing delays in decision-making. To streamline and organize the process, the government has decided that notesheets must now pass through three stages only to reach the secretary.
The process will be as follows:
1. AAs and SWs will prepare the notesheets,
2. Desk Officers/Under Secretaries or Deputy Secretaries will review them,
3. Finally, Joint Secretaries, Additional Secretaries, or Independent Secretaries will verify and forward them to the Secretary.
This new system is expected to encourage better accountability and boost efficiency in the government workforce.
