Bhubaneswar, 14th Nov 2025:  The state government has set its focus on rural development, with a new initiative titled ‘Mission Power’, aimed at ensuring all-weather roads, safe drinking water, and electricity to every village. The concept note for this mission has been personally prepared by Chief Minister Mohan Charan Majhi, and all concerned departments have been directed to prepare their draft action plans within a fixed timeframe. A high-level preparatory meeting involving ministers and senior officials is scheduled for November 10.

With the panchayat elections approaching, the government appears to have begun its groundwork through this new initiative.

Mission Power: Power, Water, and Roads for Every Village by 2027

Currently, many villages still lack access to proper roads, drinking water, and electricity. In several rural areas, ambulances cannot reach villages due to poor road connectivity. Thousands of households remain without power, and many villages still depend on unsafe water sources.

The previous government had promised to supply piped drinking water to every household by 2022, but that target was not met. Given the current pace of ongoing water projects, even by 2026, the goal may remain unachieved.

To bridge this gap, the state government is launching ‘Mission Power’ (Power, Water, and Roads) — a mission-mode program guided by the principles of Speed, Scale, and Standard. The mission aims to provide electricity, potable water, and road connectivity to every village by 2027.

A draft implementation plan will be finalized soon, with a deadline set for December-end to outline deliverables.

Implementation Framework

A dedicated mission office will be set up, led by a senior officer, and staffed with personnel drawn from multiple departments. Experts and consultants may also be appointed as needed.

District Collectors will begin by submitting detailed reports identifying villages without road access. These reports will specify the distance between ambulance points and the concerned villages, enabling panchayat-wise mapping of connectivity gaps.

This mapping will help determine the actual ground situation, the budgetary requirement, the available human resources, and the estimated completion time for each project component — ensuring that the mission is both data-driven and outcome-oriented.
