Bhubaneswar, 18th July 2025: With an aim to stay at the forefront of the Information Technology revolution and extend its benefits across different regions of the state, the Odisha government has decided to establish two new IT towers—one in Berhampur and another in Rourkela.
These towers will be developed under the Public-Private Partnership (PPP) mode following the DBFOT model (Design, Build, Finance, Operate, and Transfer). The Industrial Infrastructure Development Corporation (IDCO) has issued an Expression of Interest (EOI) inviting interested entities to participate in the project.
As per the proposal:
The Berhampur IT Tower will be a 13-storey structure, which includes a basement and ground floor along with 11 upper floors.
The Rourkela IT Tower will be a 9-storey building, also with a basement and ground floor, making a total of 11 floors.
These towers will be developed as National Investment and Manufacturing Zones (NIMZ) under the Government of India’s National Industrial Policy. The proposal has already been approved by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Central Government.
In Berhampur, the new IT tower will be built near the STPI (Software Technology Parks of India) and National Highway 59, with 3.73 acres of land already identified by IDCO for the purpose.
In Rourkela, the tower will be located near the Ring Road and National Highway N-320D, for which 2.90 acres of land near the Ring Road has been earmarked by IDCO.
The towers will be developed keeping in mind the needs of the IT sector, startups, multinational companies, corporate institutions, and commercial entities. They will include facilities such as:
Parking areas
Office spaces
Data centers
Server rooms
Both projects have received policy approval from the State Government’s Department of Electronics and Information Technology.
