Bhubaneswar, 15th July 2025: With the aim of staying at the forefront of the information technology revolution and extending its benefits to various parts of the state, the Odisha government has decided to establish two IT towers—one in Berhampur and another in Rourkela.
These towers will be developed under a Public-Private Partnership (PPP) model based on Design, Build, Finance, Operate, and Transfer (DBFOT) mode. For this, the Odisha Industrial Infrastructure Development Corporation (IDCO) has invited Expressions of Interest (EOI) from interested organizations.
Details of the Projects:
In Berhampur, a 13-storey IT Tower will be constructed, including a basement and ground floor, along with 11 upper floors.
The towers will be developed as National Investment and Manufacturing Zones (NIMZs). This proposal has already received approval from the Department for Promotion of Industry and Internal Trade (DPIIT) under the Government of India’s Industrial Policy.
The new IT Tower in Berhampur will be set up near the STPI (Software Technology Parks of India) facility and National Highway 59.
For this purpose, IDCO has already identified 3.73 acres of land.
In Rourkela:
The IT Tower will be located near Ring Road and National Highway N-320D.
2.90 acres of land have been identified by IDCO for this purpose.
The Rourkela tower will also have a 9-storey structure including a basement, ground floor, and 11 total floors.
These towers will be designed keeping in mind the needs of IT companies, startups, multinational corporations, corporate firms, and commercial organizations.
The towers will include:
Office spaces
Parking facilities
Data centers
Server rooms
Both projects have received policy approval from the Department of Electronics and Information Technology, Government of Odisha.
