Higher Secondary Education Council Goes Paperless, Stops Institutional Visits

Bhubaneswar, 11th Aug 2025: Transparency will be brought into the +2 form-filling process conducted by the Council of Higher Secondary Education. From the 2025–26 academic year, students will no longer fill out examination forms offline; instead, the process will be carried out entirely online. For form filling, the Council has already collected enrollment data from SAMS (Students Academic Management System). It has instructed that authorities of any educational institution should not visit the Council office — all work will be completed through the online process. The Council has also decided to provide detailed information on its website.

More than 2,400 junior colleges (higher secondary schools) are affiliated with the Council. Until now, institution authorities and staff had to visit the Council office for various tasks, leading to allegations of growing corruption within the Council. To address this and bring transparency into its operations, it had earlier been decided that institutional authorities would not visit the office, but this was not fully implemented. Now, the Council has shown readiness to make all operations completely paperless.

Instead of form filling, there will now be data verification. The Council has instructed that all required information — including which institution has to submit which documents — will be published on the Council’s website. Institutions will send their information to the Council via email or post, in the prescribed format. There will be no need to visit the office in person. All correspondence, document submission, and fee payments to the Council will be done via post, email, or online methods. All college principals have been told to strictly comply with this rule.

For +2 form filling, no paper documents will be used. Based on SAMS data, the Council will publish the list of eligible students. This list will be sent to the respective institutions, where students can check and verify details such as subjects for examination, and the names of their parents, making updates where necessary. No new form filling will be required. Students will pay the form-filling fees to their institution. There will be no charge for updating information. Institutions will make a one-time bulk payment to the Council on behalf of all students. The institution authorities will be responsible for informing students about the form-filling process.
