Bhubaneswar: The Mohan government has enforced strict time-bound discipline for state government employees. All employees must report to office within the stipulated time and cannot leave before the prescribed hours. If an employee is late by more than 30 minutes three times a month, one day of casual leave (CL) will be deducted.

To ensure compliance, AI-powered cameras will monitor employees’ attendance and activities. Additionally, RFID-enabled smart identity cards will be issued to all government staff. These smart cards must be scanned while entering and exiting office premises to log attendance.

Initially, this system will be implemented as a pilot project at Lok Seva Bhavan and Kharavela Bhavan. It will later be extended to all government offices across the state.

Key Rules:

All employees must arrive at work on time and remain for a minimum of 7.5 hours each working day.

Biometric attendance is mandatory both at the time of entry and exit.

Failure to record exit time will be considered as absence.

Three instances of 30-minute delays in a month will lead to deduction of one day’s casual leave.

Attendance data will be uploaded to the Biometric Attendance System Portal via NIC.

A designated officer will review the attendance data once every 15 days.

The Department of General Administration has issued detailed instructions applicable to all employees, regardless of rank.

Exceptions:

Employees working late or coming to office on holidays can be exempted upon valid justification.

The rules do not apply to staff working at the Governor’s Secretariat, Chief Minister’s Office, or Ministerial offices.

Employees assigned to field tours or official duties outside office will also be exempted.

This initiative aims to ensure discipline and accountability in government offices while recognizing genuine exceptions.
