Bhubaneswar, 13th Nov 2025: A decision has been made to form a reform committee to review the state’s administrative structure, identify systemic deficiencies and bottlenecks, and provide reform-oriented recommendations for the future. Following the Governor’s approval, a notification has been issued by the State General Administration Department.
The committee will be chaired by former administrative officer Yugala Kishore Mahapatra. Other members include retired administrative officers O.P. Agrawal and T.M. Vijay Bhaskar. Keeping in mind the goals of Developed Odisha 2036 and 2047, the committee will review the current administrative structure, policies, and procedures, and provide recommendations for simplification, transparency, and accountability, drawing on the best practices from other states and international models.
The notification has been issued by the General Administration Department for providing advisory support to the committee.
Based on this, the committee will suggest necessary reforms to improve service delivery efficiency, result-oriented and digital implementation, and strengthen inter-departmental coordination, decentralization, and field inspections to ensure better governance outcomes. It will also provide recommendations on opportunities for participatory governance, public feedback collection, grievance redressal, and data-driven decision-making.
The committee is expected to submit its report within one year of the notification, though the government may extend this deadline if necessary. The General Administration Department will provide the committee with the necessary secretarial support, data assistance, research inputs, and, as approved by the government, expenses for travel and accommodation in Bhubaneswar or other locations.
