Bhubaneswar, 11th Sept 2025: The State Commerce and Transport Department has released the draft of the Odisha Electric Vehicle (EV) Policy 2025. The policy aims to achieve 50% EV penetration across all types of vehicles by 2030.
This includes:
2-wheelers
3-wheelers
4-wheelers
Buses
Goods vehicles
Ambulances
Agricultural equipment
Construction and earth-moving machinery
The policy offers incentives to both individual consumers and commercial entities who replace their old vehicles with new EVs. Additionally, the government will promote the manufacturing of EVs, EV components, and batteries within the state.
Draft EV Policy Released
Stakeholders have been invited to submit their feedback on the draft policy.
Suggestions can be sent via post or email to ctsec.or@od.gov.in.
The government has announced that comments must be submitted within 30 days. The validity of the policy will be until December 31, 2030. Operational guidelines for implementing the policy will be issued within a month of the final notification.
Incentives Under EV Policy 2025
Consumers can receive incentives ranging from ₹20,000 to ₹20 lakh.
Vehicles receiving incentives cannot be resold for 5 years.
Specific Incentive Details:
E-rickshaws & Electric Carts:
Flat incentive of ₹20,000
Three-wheeler EVs (L5M & L5N categories):
Flat incentive of ₹30,000
Electric Cars (LMV category):
Up to ₹1,50,000 incentive
Commercial Electric Four-Wheelers (Passenger transport):
Flat incentive up to ₹2,00,000
Electric Goods Vehicles (N1 category):
For those with load capacity up to 3.5 tons, incentive of up to ₹1,50,000
Electric Buses (M3, M4 categories):
Incentives of up to ₹20 lakh
