Drone Flights Prohibited Over Bali Jatra Grounds in Cuttack for Security Reasons

Cuttack, 11th Oct 2025:  In view of the massive public turnout and the presence of VIP and VVIP guests at the historic Bali Jatra festival in Cuttack, the local administration has declared a 5-kilometer radius around the fairgrounds a “No Drone Zone.”

According to an official directive issued today by Cuttack District Collector Dattatraya Bhausaheb Shinde, no aerial activities—including drones, para-gliders, para-motors, powered hang-gliders, microlight aircraft, hot air balloons, and UAVs—will be permitted over or near the Bali Jatra site.

Security Comes First During the Grand Festival

This year’s Bali Jatra 2025 is scheduled to be held from November 5 to 12 and will span over 60 acres along the banks of the Mahanadi River. It is one of the largest open-air fairs in Asia and is expected to draw 60–70 lakh (6–7 million) visitors, including high-profile dignitaries.

To ensure public safety and security, particularly from aerial threats or disturbances, the area has been strictly designated as a drone-free zone.

Key Restrictions and Measures:

  • Ban Period: From November 1 to November 15, 2025
  • Zone Covered: 5 km radius from Bali Jatra grounds
  • Banned Items: Drones, UAVs, para-gliders, para-motors, hang-gliders, microlight aircraft, hot air balloons, etc.

Violations:

  • Items will be seized by enforcement teams
  • Legal action and penalties will be enforced under relevant laws

Prior Permission Required

  • Anyone intending to operate any such aerial devices within the restricted zone must obtain prior written permission from the Judicial Section of the Cuttack District Collector’s Office.
  • This move is aimed at maintaining law and order, ensuring airspace safety, and preventing any unauthorized surveillance or disruptions during the high-profile event.
  • This is a precautionary measure in line with modern crowd security management practices, especially for events involving massive gatherings and dignitaries.
