Demand Grows for Irrigation and Tourism Development in Kotia Panchayat

Semiliguda, Jan 28:   There is a growing demand from various quarters for the development of irrigation facilities and tourism in Kotia Panchayat under Pottangi block of Koraput district, located along the Andhra–Odisha border.

Kotia Panchayat is home to Deomali, the highest mountain peak in Odisha. At the foothills of Deomali, a perennial stream originates from the waterfalls, forming the Tinguni Paka River. Water flows through this river throughout the year. However, while the river benefits downstream areas of Parvathipuram Manyam district in Andhra Pradesh, the residents of Kotia Panchayat reportedly receive comparatively little benefit from its waters.

Although the State Government is spending substantial funds for the development of Kotia Panchayat under a special package, locals have suggested that constructing a dam across the Tinguni Paka River could provide irrigation facilities and also enable electricity generation. If such a project is implemented, residents of the district as well as people of Semiliguda and Pottangi blocks could benefit from irrigation and power supply.

The natural environment of the region is highly attractive, prompting demands from residents of Madkar, Chikapar and nearby Andhra areas to recognize and develop it as a tourist destination. The Tinguni Paka waterfall is located near Salem Padar village, about 5 kilometers from Deomali peak. It lies a short distance from Salem Padar on the route to Deomali via Dudhari Upperkanti in Semiliguda block.

Originating from the foothills of Deomali, the stream flows through villages such as Mathalam, Talakanti, Kodi Amba, Phul Padar, Gumel Padar, Salem Padar, and Suliama before reaching Parvathipuram Manyam district of Andhra Pradesh. The water from this stream provides irrigation facilities to many areas in Parvathipuram, including benefiting several farmers in the Babli region.

Local residents believe that if the waterfall area is properly developed, it would promote tourism and provide irrigation benefits to the local population. Since Kotia Panchayat is already being developed under a special state package, locals have proposed utilizing the perennial stream water through an anicut (check dam) for irrigation and power generation.

They further stated that development of the area would enhance the experience of tourists visiting Deomali, allowing them to enjoy the scenic beauty of the region. Despite significant tourism potential in many parts of the district, there are complaints that these opportunities have not yet been properly utilized.
