Bhubaneswar, 8th Nov 2025:  The State Government has decided to constitute a Reform Committee to review Odisha’s administrative framework, identify systemic gaps and bottlenecks, and provide reform-oriented recommendations for future governance improvement. A notification regarding this has been issued by the General Administration Department following the approval of the Governor.

The committee will be chaired by former senior bureaucrat Yugala Kishore Mahapatra, with retired administrative officers O.P. Agrawal and T.M. Vijay Bhaskar as members.

Aimed at realizing the “Developed Odisha Vision 2036 and 2047,” the committee will review the existing administrative structure, policies, and procedures, and recommend measures for simplification, transparency, and accountability. Drawing inspiration from best practices adopted in other Indian states and international governance models, the committee will propose actionable strategies for efficiency and effectiveness in public administration.

Based on the vision of a “Developed Odisha,” the committee will also make recommendations to:

  • Enhance service delivery efficiency,
  • Promote result-based governance and digital innovation,
  • Strengthen inter-departmental coordination, decentralization, and field-level supervision for better management outcomes,
  • Explore opportunities for participatory governance,
  • Encourage citizen feedback mechanisms, grievance redressal, and data-driven decision-making.
  • The notification specifies that the committee must submit its report within one year of its formation. However, the Government may extend this deadline if necessary.

The General Administration Department will provide the committee with the required secretarial support, data access, research inputs, and logistical facilities, including travel and accommodation arrangements for meetings in Bhubaneswar or other locations, as approved by the Government.
