Bhubaneswar,11th Nov 2025: A reform committee has been constituted to review the state’s administrative structure, identify systemic gaps and bottlenecks, and provide reform-oriented suggestions for future improvements. Following the Governor’s approval, the notification has been issued by the State General Administration Department.
The committee will be headed by former administrative officer Yugal Kishore Mahapatra. Other members include retired administrative officers O.P. Agrawal and T.M. Vijay Bhaskar. The committee will examine the current administrative structure, policies, and procedures in line with the ‘Developed Odisha 2036 and 2047’ vision, and will recommend simplifications, transparency, and accountability measures, drawing on best practices from other states and international models.
The committee will suggest necessary reforms to enhance efficiency in service delivery, result-based and digital implementation, as well as inter-departmental coordination, decentralization, and field inspections to achieve improved governance outcomes.
It will also provide recommendations on participatory governance, including opportunities for public feedback, grievance redressal, and evidence-based decision-making. The committee is expected to submit its report within one year of notification, though the government may extend this deadline if required.
The General Administration Department will provide the committee with necessary secretariat support, information assistance, research inputs, and related facilities such as travel and accommodation in Bhubaneswar or other locations as approved by the government.
