Bhubaneswar Fast Emerging as a Major IT Hub in Eastern India

Bhubaneswar,11th Oct 2025: Just like Bengaluru, Pune, Hyderabad, and Chennai, Bhubaneswar is now poised to become one of the country’s leading IT hubs. National and international IT companies are increasingly showing interest in opening branches in the city. In the last 7 years, more than 70 IT companies have established their offices here. Several new companies are currently in discussions with the state government and plan to open offices within the next 2–3 years. Notably, India’s well-known IT firm Zoho has announced the establishment of a data center in Khordha, which has already been approved by the state government.

The Odisha government is also preparing blueprints to set up Global Capability Centers (GCCs) and more data centers between Cuttack and Bhubaneswar. Efforts are underway to strongly pursue these types of establishments. Through dedicated policies, the government is striving to attract investors and convert the central areas of the twin cities into a GCC hub.

According to data from the Department of Electronics and Information Technology, more than 300 IT companies are now operational in areas under the Bhubaneswar Municipal Corporation, Jatni, Khordha Municipality, and across the blocks of Jatni, Bhubaneswar, and Khordha.

Most of these companies are located in Infocity, the Chandaka Industrial Area, and various government and private IT towers. These companies have created employment for around 35,000 youths. Between 2018 and 2024, over 70 IT companies have opened branches in the state. To support this growth, the state government has provided necessary land, infrastructure, and other facilities. Exports by IT and ITeS companies have contributed significantly to the state’s revenue growth.

Within these 7 years, more than 27,000 youths have been employed, with approximately 80% of them being from Odisha.

Growth of IT Infrastructure

In Bhubaneswar, Infocity SEZ and Infocity-2 IT SEZ (Infovalley) have already been established. To attract leading IT companies to invest and set up operations, the government has designated high-rise buildings at low cost as IT towers. These include Okak Tower, Fortune Tower, IDCO Tower, Tower-O-Hub, and Shakti Bhavan. Furthermore, the government has introduced several policies to promote IT growth—such as:

  • Odisha Data Center Policy 2022
  • Odisha Electronics Policy 2021
  • Odisha BPO Policy 2021

Okak Tower, constructed in 2003, is operated under the Electronics and IT Department. Initially developed for computerization of government departments, the center’s scope expanded significantly after the year 2000. Given the recent advancements, Bhubaneswar is rapidly emerging as a key IT hub in the Acharya Vihar region. Within Okak Tower, seven floors house various IT and ITeS companies as well as skilling centers (ESDM companies).

Within the last three years, globally recognized companies like Odisha Technology Center, Cognicant, and others have started operations, with Odisha Technology Center being built on thousands of square feet, and plans are underway to expand by an additional 29,000 square feet.

Looking Ahead

Notably, during the Pravasi Bharatiya Divas event in Bhubaneswar this January, the Union Minister for Electronics and IT, Ashwini Vaishnaw, stated that in the next 2–3 years, Odisha will be transformed into a major IT destination. The state will focus on electronics, semiconductors, AI, IoT, and Industry 4.0 technologies to empower the youth.
