Bhubaneswar, 10th Nov 2025: The government has stepped up measures to tackle laxity among employees. From now on, attendance will no longer be recorded via biometric devices; it will be mandatory for everyone to mark their presence through a mobile application. Attendance recorded via the app will be the basis for salary calculation starting from November. From the first day of the coming month, the app-based attendance system will become operational. This directive has been issued by the Department of Social Security and Empowerment of Persons with Disabilities.

For several years, the government has emphasized efficiency, discipline, and punctuality. Biometric attendance machines have been installed in government offices to ensure this. However, in many offices, the lack of proper devices has caused problems in attendance recording.

In response, the state government, as part of strict measures, introduced AI cameras and RFID-based identity cards for attendance collection in June. Based on data collected through the app, salary processing will start from November. If salary processing is delayed for three months, the General Administration Department has instructed immediate action.

In this context, NIC has started the process of preparing an attendance portal. Taking a further step, the SSPDI department has launched a system to collect attendance through a mobile app. Regarding this, SSPDI Secretary R.S. Gopalan said that the biometric system often faced issues with accurate data capture. Therefore, the mobile app system has been initiated. Employees will mark their attendance through their mobile phones after reaching the office. For field staff, the system will allow them to mark attendance remotely.

According to the General Administration Department, AI cameras will allow a 30-minute grace period in the attendance system. Employees arriving within this time will be considered present. Employees who fail to reach the office on time for three consecutive instances will face disciplinary action. The government has also directed that employees must spend at least 7 hours and 30 minutes in the office.
