Odisha to Set Up Model Goshala in Bhubaneswar to Manage Stray Cattle and Promote Cow Based Products

Bhubaneswar, Sept 12: In a significant step toward managing stray cattle and promoting sustainable practices, the Odisha government has announced the establishment of a model goshala (cow shelter) in Bhubaneswar. The initiative aims not only to offer shelter and care for stray cattle but also to develop a center for producing cow-based products, including medicines.

Housing and Urban Development Minister Krushna Chandra Mahapatra stated that the goshala would be developed with an investment of approximately ₹40 crore. The Bhubaneswar Municipal Corporation (BMC) has already identified a suitable location for the facility.

“This goshala will not just function as a shelter for stray cattle, including bulls and oxen, but also as a production unit for goods made from cow dung and urine, such as organic medicines and other useful items,” the minister said.

The project is part of a broader initiative announced by Chief Minister Mohan Charan Majhi, under which goshalas will be established in six urban areas across the state. Among them, a similar facility in Jaleswar (Balasore district) is being planned with a budget of ₹7 crore, while five other towns will each receive around ₹5 crore for their respective goshalas.

Apart from improving animal welfare, the initiative also seeks to reduce road accidents and public inconvenience caused by stray cattle roaming on busy streets. By relocating these animals to dedicated shelters, the government aims to enhance urban safety and cleanliness.

The project reflects a holistic approach to animal care, environmental sustainability, and public safety, aligning with the state’s broader urban development goals.
